Not necessarily. What matters is that it is on an interior wall, dark, and not next to a heat source. Both work if those conditions hold.
Should storage be sealed against dust?
Closed, not sealed. Dust exclusion is good. Airtight sealing in a room of unknown humidity is a risk.
Does the floor level of a house matter?
